Public Consultation proposal

As announced by the Policy & Resources Committee on 3rd September 2018 an Independent Pay Review Panel has been established in accordance with an extant resolution to review the pay of States' Members and Non-States' Members. The report will be presented to the States by the Committee in mid 2019 and the resulting decisions will apply for the next political term commencing in June 2020.

The terms of reference for the 2018 Pay Review Panel are:

  1.  Determine, following consultation with the Policy & Resources Committee and such other individuals or organisations as is considered appropriate, whether or not the main principles under which remuneration payments are now made appear to be justified given the new system of government has been implemented and it has had sufficient time to establish. This should include whether the current system fairly and properly reflects the nature of the roles of all Deputies, Alderney Representatives, Non-States Members and those elected to positions of special responsibility.
  2. Present a report to the Policy & Resources Committee not later than 31st December 2018.

The 2018 rates of remuneration can be found by following this link  2018 rates of remuneration [457kb]. Currently the rates of remuneration are adjusted annually to reflect the percentage increase in median earnings of all Island employees as reported from data recorded and published by the States of Guernsey.

Remuneration for the current Assembly was decided by the previous States in early 2016 ahead of the 2016 General Election and introduction of a new structure of government. The new structure of the States is set out in the following document States of Guernsey Committee Structure [149kb]

To help inform its deliberations the Panel is inviting input from the community including individuals, private and third sector organisations and business groups. We would appreciate it if you could take time to fill out our short survey, this should only take five minutes. Thank you for your time.
