The Neglect Strategy 2016-18 did not have the impact expected in Rochdale. A number of reasons for this have been suggested which are listed below. We are interested in your views on these suggestions and any other comments which you may have which would assist in the development of the new strategy.

Professionals at all levels and across agencies are not confident in identifying and working with neglect, leading to a culture of referrals and hand-offs
There is not a shared/common approach to assessment of - and working with - neglect, leading to inconsistency for children and families 
Professionals at all levels (and the public) can be de-sensitised to neglect - believing it to be "normal for Rochdale", this means we sometimes accept the unacceptable for children and families
Professionals at all levels can feel overwhelmed by the complexity and scale of the structural/systemic factors that underpin some neglect; this can make us "hide"/protect ourselves (e.g. using professional jargon, immersing ourselves in procedure)
Managers and leaders are not always driving, role-modelling and supporting the kind of evidence-informed, relationship-based, child-centered behaviours that we want to see in practice with children and families
