1. A Brief Survey to Capture Members' Thoughts

With the Scottish Govt consultation on local connection and intentionality provisions in homelessness legislation closing at the end of April, Homeless Action Scotland wants to follow up the conversations it has had with its members with a brief survey, the responses from which to be used to inform our consultation response.

* 3. The Scottish Government has accepted all the HARSAG recommendations in full.

One of these recommendations is to suspend all local connection referrals between all local authorities for all groups.

i. If this were to happen, how would it impact on your work and on the experience of people who are homeless or at risk of homelessness ?

ii. What might be the positive or negative effects of this change for your work/in your area?

iii. What might be the consequences, good or bad, for people homeless or at risk of homelessness?

* 4. Currently the HL1 is the primary means of monitoring homelessness applications and decisions.

It is intended that the HL1 would be used to monitor the changes in legislation around local connection and intentionality.

i.How effective do you think the HL1 would be in monitoring the impact in changes to legislation with regard to local connection?

ii. How effective currently do you find the HL1 when monitoring how local connection is used?

iii. Do you agree that the HL1 should be the tool used for collecting these data?

* 5. The intentionality provisions in the Homelessness etc (Scotland) Act 2003 lead to giving a local authority the discretion rather than a duty, to investigate whether or not a household is intentionally homeless.
