Introduction

The City of Edinburgh Council is seeking the views of parents and carers with children under 5 years of age to ensure we provide a high quality service that is responsive to the changing needs of our local communities.

The online survey aims to gain the views of parents and carers regarding the following areas:

The current delivery models available to access the funded entitlement to 1140 hours of early learning and childcare.
The quality of the early learning and childcare parents and carers experience. 
The criteria for allocating places in local authority early years settings.
The demand for an additional year of funded early learning and childcare.
Experience of accessing additional support for learning for your child.
Parent and carer engagement with our early years settings.
 

The findings from the survey will be used to inform future delivery of early learning and childcare in Edinburgh and ensure our children continue to receive high quality provision that is flexible, accessible and affordable for parents and carers.

Admissions
The current admissions criteria for allocating a funded place at local authority nurseries is as follows and places are allocated in order of priority 1-8.

Priority 1.    Children resident in Edinburgh who require additional support to enable them to reach their full potential (Education (Additional Support for Learning) (Scotland) Act 2009), or who meet the eligibility criteria as identified in the Children and Young People (Scotland) Act 2014.

Priority 2.    Children resident in Edinburgh accessing a retained year (i.e. children of statutory school age who are assessed as requiring another year of pre-school education).

Priority 3.    Children resident in Edinburgh who have been granted deferred entry to Primary School.

Priority 4.    Children resident in Edinburgh who are eligible for funded early learning and childcare and have a sibling already attending the setting.

Priority 5.    Children resident in Edinburgh in their pre-school year in order of their birth date, oldest first.

Priority 6.    Children resident in Edinburgh who have reached their third birthday and are born within the dates of eligibility, in order of their birth date, oldest first.

Priority 7.    Children resident in Edinburgh who have reached their third birthday and are not yet eligible based on the eligibility date but who have been assessed through the Child’s Planning Process as meeting the criteria in terms of additional support needs.

Priority 8.    Children who are not Edinburgh residents.  Attention will be paid to the numbers of children on the waiting list from Edinburgh throughout the year who meet the above criteria and require places before the allocation of places for children out with Edinburgh will be considered.

Deferrals

At present, children with a January or February birthday due to start school in August can automatically defer for another year.  Parents of children with a birthday between August and December who are due to start August the following year, need to apply for funding an additional year of early learning and childcare.  The Scottish Government has agreed that from August 2023 children with August to December birthdays will also be able to receive an additional year automatically.

Edinburgh has volunteered to be involved in a pilot to make this change from August 2022.
