Introduction

On 1 April 2015, as a result of the Local Government Reform, Fermanagh and Omagh District Council was established to replace the former Fermanagh District and Omagh District Councils.

The aim of the reform programme is to create stronger, more efficient and more effective services.
Fermanagh and Omagh District Council will be citizen focused, responding to the needs, aspirations and concerns of the local community.

The new council area is home to 115,799 people (as of June 2017). The District Council area is Northern Ireland’s largest region in terms of land mass - approximately 3,000km², or 20% of NI - and the smallest in terms of population. As a result, the population density of approximately 39 people per km² is the sparsest in NI. This is a feature of the region which also provides specific challenges in relation to service delivery.

Purpose of this Consultation

Section 49A of the Disability Discrimination Act 1995 [as amended by Article 5 of the Disability Discrimination (Northern Ireland) Order 2006] requires Fermanagh and Omagh District Council, in carrying out its functions, to have due regard to the need to:
  • Promote positive attitudes towards people with disabilities, and
  • Encourage participation by people with disabilities in public life.
The Council is committed to the fulfilment of its Disability Duties in all parts of the organisation, and as required (under Section 49B of the Disability Discrimination Act 1995) through this draft Disability Action Plan sets out how it proposes to fulfil thes duties in relation to its functions.

The draft Disability Action Plan for 2017-2019 is a series of actionable measures, outlining the Council’s proposals for fulfilling its statutory obligations.

The draft Disability Action Plan for 2017-2019 will provide a framework until 31 March 2019 and details four strategic themes, specifically:
  1. Disability Action Plan (Consulting, Reviewing and Reporting).
  2. Increased Awareness and Understanding of the Needs of People with Disabilities.
  3. Provision of Responsive and Accessible Services to Increase Opportunities for People with Disabilities to Participate in Public Life.
  4. Improved Effectiveness of the Disability Advisory Group and Access & Inclusion Groups.
Fermanagh and Omagh District Council is seeking your views on the content and actions contained within the draft Disability Action Plan for 2017-2019.
