Chetwynd: The Toton and Chilwell Neighbourhood Forum is developing a Neighbourhood Plan so that local people have more say in regard to future building development in the area.
What is a Neighbourhood Plan?
The Government’s Localism Act 2011 provided for a new neighbourhood planning regime. The Act allows neighbourhood forums to formulate Neighbourhood Plans, which will guide and shape land and building development in their local area for the next 15 to 20 years. It is about the use of land and the associated social, economic and environmental issues that arise in that connection. These plans must have regard to national policies and conform to the local authority’s strategic policies (Local Plan Part 2), but considerable weight will be given to a Neighbourhood Plan in determining planning applications made to the Local Planning Authority.
Neighbourhood Plans cannot block development that is already part of the Local Plan, but they can shape and influence where that development will go and what it will look like.
The draft Neighbourhood Plan has to pass an independent check. If it passes, it then will be put to a local referendum. If the majority of those who vote are in favour then the Local Planning Authority must adopt the plan and must take it into consideration when future planning applications are proposed within the area. The Neighbourhood Plan has the same legal status as the local authority’s Local Plan.
