Issues covered

948NE Challenge of delivering a secure, low impact and sustainable fishing sector. There are some fisheries that are currently assumed to be sustainable that may prove not to be.

885NE Ways to diversify fishing opportunities, in areas experiencing decline, towards industries requiring similar skills (such as aquaculture) should be identified.

880NE Increasing pressure from development of competing activities is leading to displacement of fishing activity resulting in a loss of employment and skill within the industry.

879NE Scallop fisheries are nomadic compared to most other fishing activity and is not likely to fit a core grounds approach.

1018NE Potting and trawling sites could be smothered by deposited material that is dredged from the Blyth Wind Offshore Demonstration Project.

504NE The fishing industry is in decline in the South West plan area and requires support to prevent further deprivation because it provides essential social, cultural and economic benefits.

X-FISH-1 Proposals that support the diversification of a sustainable fishing industry and or enhance fishing industry resilience to the effects of climate change should be supported.

X-FISH-2 Proposals that may have significant adverse impacts on access to, or within, sustainable fishing or aquaculture sites must demonstrate that they will, in order of preference: a) avoid, b) minimise, c) mitigate significant adverse impacts, d) if it is not possible to mitigate the significant adverse impacts, proposals should state the case for proceeding.

X-FISH-3 Proposals that enhance access to, or within sustainable fishing or aquaculture sites should be supported.

X-EMP-1 Proposals that develop skills related to marine activities, particularly in line with local skills strategies, will be supported.

X-EMP-2 Proposals resulting in a net increase to marine related employment will be supported, particularly where they are in line with the skills available in and adjacent to the south marine plan areas.

C: Proposals that demonstrate diversification of fisheries will be supported.

D: Proposals that demonstrate diversification of fisheries including the development of infrastructure to facilitate this will be supported.

E: Proposals that may compromise or harm sites identified for fishing and related activities should demonstrate that they will, in order or preference: a) avoid, b) minimise, c)mitigate d) If it is not possible to mitigate, state the public benefits for proceeding.

F: Proposals that support a sustainable fishing industry will be supported.

Proposals that maintain or provide infrastructure to support marine activities and employment should be supported.

G: Signpost to fisheries byelaws and management measures put in place by the Marine Management Organisation, Northumberland Inshore Fisheries and Conservation Authority and North East Inshore Fisheries and Conservation Authority.
