The number of people progressing to higher and degree apprenticeships programmes matters. Recent government thinking around improving the technical skills of people fits with its industrial strategy in supporting national productivity and international economic competitiveness. In recent years this has led to a policy focus on technical and professional education including qualification and apprenticeship reform and interventions such as the Apprenticeship Levy. This is a significant shift from a decade ago when Level 2 was considered most important as the minimum threshold to reach for employability.
