What it's all about?

The Council of the Yorkshire RFU has asked the Competitions Committee to gain the opinion of clubs and their members as to the future structure of the RFU Leagues and YRFU Merit Competitions for the senior men’s game within the County.
 
At the same time, we have been asked to consider and consult about, the Regulations for the RFU Leagues, as to whether any loosening of the Regulations at lower levels of the game may encourage greater participation in the Leagues themselves.

The Issues

There is anecdotal evidence that travelling distance, time and cost are major issues for clubs, particularly for those lower down the structure. There has also been concern expressed about the number of games players are expected to play, and difficulties in player availability because of changing work patterns and other competing interests.

Some clubs, now playing in the Merit Leagues, (who formerly played in the RFU Leagues), have cited the travelling issues and the onerous nature of the RFU League Regulations as reasons for leaving the RFU Leagues.

The geography and sheer size of the County present considerable difficulties in reducing travel distance and time. Realistically those difficulties can only be met by the creation of more localised leagues, which will require changes to the structures, and either more teams playing in the RFU Leagues (with teams currently playing in the Merit Leagues transferring to the RFU Leagues), or teams currently in the RFU Leagues transferring to the Merit Leagues.

The RFU League Regulations need to be varied (as they have been in other areas of the Country) so that at the lower levels of the RFU Leagues they are more realistic, and much more about encouraging the playing of the Game.

There are proposals currently being considered, elsewhere within the Northern Competitions Committee area, which mean that the time is right for YRFU and its clubs to consider whether the present structures and regulations meet the needs of clubs, and players, and what, if any, changes could be made to benefit rugby within the men’s game in the County.
