In 2021, following consultation, Welsh Government issued a White Paper titled Rebalancing Care and Support. This White Paper focused on improving social care arrangements and strengthening partnership working to better support people’s wellbeing.
Now, in a continuation of this work, Welsh Government are consulting once more on Rebalancing Care and Support, with a focus on three main areas: Creation of a National Framework for Commissioned Care and Support; Establishing a National Office for Care and Support in Wales and Strengthening of Regional Partnership Boards, to ensure more effective partnership working and integration of services.
These changes could have a huge impact on how the voluntary sector delivers services and works in partnership with others. WCVA has devised the below survey in order to help gather the sector’s views ahead of compiling our consultation response.

Questions relating to consultation chapter 1: National Framework for Commissioned Care and Support

Welsh Government would like to develop a National Framework for Commissioned Care and Support. This will set standards for commissioning practice, reduce complexity and focus on quality and outcomes. It would shift commissioning away from a focus on price to a focus on quality and social value, and ensure commissioning practices are directed towards outcomes.

Welsh Government plan to give greater prominence to coproduction in the Social Services and Wellbeing (Wales) Act, emphasising that coproduction must run through the entire commissioning cycle.

Questions relating to consultation chapter 5: Part 9 Statutory Guidance

Regional Partnership Boards will get greater powers to enable them to perform more effectively, including working with the Citizen Voice Body to promote the involvement of people who need care and support, as well as carers, in the work of the regional partnership. Their membership will also be broadened to formally include people from, for example, GP practices, chemists, and County Voluntary Council representatives.  RPBs would be required to show in their Annual Reports how they have used coproduction.
