The Package Travel Regulations (PTR) apply to businesses that sell products that combine two or more of transport, accommodation and "other tourism services" into a single product that is sold to a customer. "Other tourism services" is a very broad term that includes tickets to attractions or shows, meals or activities such as a round of golf, horse riding or guiding.

Under the Regulations, businesses that combine products are deemed to be selling "package travel" and are subject to a range of requirements aimed at protecting the rights of customers. Two of the main requirements are that the business needs to be bonded (or to keep customers funds in a trust account) and that the business that sells the package must be legally responsible for all components of the package.

These regulations have significant benefits for UK tourists travelling overseas, including repatriation if an tour operator goes bankrupt and being able to seek redress from a tour operator in the UK for any loss or injury suffered on holiday overseas.

However, it has been argued that the requirements for bonding and for the seller to be legally responsible for all components of the package deter small domestic tourism businesses in the UK from working together to provide packages for customers.

This survey seeks to determine what impact, if any, the PTR are having on the domestic tourism industry and whether removing the PTR from value-added products would boost this sector.
