Introduction

We are at a critical point in our preparation for the next five-year regulatory price review period, RIIO ED2. This new period will be the second under the RIIO-ED2 (Revenue = Innovation + Incentives + Outputs) framework and will run from 2023- 2028. Much of how we operate is decided by Ofgem, our regulator and they are seeking feedback from stakeholders and customers to ensure that the rules they set for us are fair and endorsed by all.

Ofgem have recently released their thoughts on several broad aspects around how we should deliver services to our customers, how we should be incentivised to drive efficiency and service improvements, and what our obligations should be to current and future needs, such as facilitating national decarbonisation.

In particular, they are asking for stakeholder views on:

·         COVID 19 and impact on the energy industry

·         Enabling decarbonisation and achieving Net Zero targets

·         The importance of regionality in planning Distribution Future Energy Scenarios (DFES) and forecasts

·         Distribution System Operation (DSO) and whole system planning

·         Maintaining a reliable network, interruptions and customer service

·         Value of Lost Load (VoLL) – differing value of supply interruptions depending on circumstances

·         Supporting vulnerable customers

·         Climate change and network resilience

·         Environmentally sustainable network, reporting and visual amenity 

We want to make sure that your views and input are included in such an important, nationwide consultation. Your input now could have a significant impact on how we serve our customers here in the North West so we would really appreciate it if you could find time to review the consultation and send us your views, so we can make sure our reply is representative of our stakeholders. As the consultation is detailed and there are over 182 questions posed, we have listed those which we believe are most relevant to our stakeholders, however we would welcome your thoughts on any other consultation questions also.
