Diben Cynghrair Cynhwysiant Digidol Cymru yw dwyn pobl ynghyd o’r sectorau cyhoeddus, preifat, y trydydd sector, y sector academaidd a’r sector polisi yng Nghymru i gydlynu a hyrwyddo gweithgarwch cynhwysiant digidol ledled Cymru o dan un faner genedlaethol. Bydd y grŵp yn ymrwymo i gymryd camau ar y cyd i newid yr agenda cynhwysiant digidol yng Nghymru yn sylweddol, gan godi ei broffil yn uchel i bob sefydliad sy’n wynebu’r cyhoedd.

Bydd y Gynghrair yn dod ynghyd o fis Ionawr 2020 tan 30 Mehefin 2025, gyda phosibilrwydd o’i hymestyn.

Mae gan y Gynghrair un aelod staff dynodedig, a gyflogir gan Cwmpas, y mae ei rôl yn cynnwys bod yn Gydlynydd ar ran y Gynghrair.

Nid oes budd na gwobr ariannol ynghlwm wrth fod yn aelod o’r Gynghrair. Fodd bynnag, mae’n gyfle i gymryd rhan mewn cyflwyno mentrau arloesol sy’n ysbrydoli gweithredu a gwaith yn ymwneud â chynhwysiant digidol i sicrhau bod gan bawb yng Nghymru gyfle i ymwneud â gwasanaethau digidol a’r byd digidol.

Trosolwg

Mae’r Gynghrair yn cynnwys Rhwydwaith a Grŵp Llywio. Mae Rhwydwaith y Gynghrair ar agor i bob sefydliad sy’n gweithio ar gynhwysiant digidol yng Nghymru. Mae gan aelodaeth y Rhwydwaith ofynion sy’n dangos ymrwymiad i’r agenda cynhwysiant digidol yng Nghymru ac sydd wedi’u hamlinellu isod o dan ‘Cyfrifoldebau’.

Bydd y Rhwydwaith yn cefnogi gweithgareddau’r Gynghrair, gan ddarparu tystiolaeth o arfer orau ac enghreifftiau o’r hyn sy’n cael ei gyflawni ledled Cymru trwy weithgareddau cynhwysiant digidol. Bydd hyn yn helpu i greu’r mudiad a’r momentwm ar lawr gwlad y mae eu hangen i ddod â chynhwysiant digidol i ben blaen trafodaethau polisi a strategaeth. I’r gwrthwyneb, bydd yn rhoi’r cyfle i’r Grŵp Llywio gasglu barn Rhwydwaith y Gynghrair, a chysylltu â’r hyn sy’n digwydd ar lawr gwlad.

Bydd y Grŵp Llywio a’r Gynghrair yn gweithio ochr yn ochr, dan un faner, gan ddefnyddio’u cryfderau ei gilydd, i greu mudiad sy’n canolbwyntio ar y defnyddiwr yn y pen draw ac ar y strategaeth lefel uwch.

Mae gweithgarwch y Gynghrair yn canolbwyntio ar gynyddu cynhwysiant digidol yng Nghymru a chodi proffil cynhwysiant digidol yng Nghymru trwy weithio tuag at y 5 maes blaenoriaeth sydd wedi’u hamlinellu yn nogfen Agenda’r Gynghrair: O Gynhwysiant i Wydnwch. Dyma’r pum maes:

Blaenoriaeth 2: Prif ffrydio cynhwysiant digidol ym maes iechyd a gofal cymdeithasol
Blaenoriaeth 3: Mynd i’r afael â thlodi data fel mater allweddol
Blaenoriaeth 4: Blaenoriaethu sgiliau digidol yn yr economi ar ôl Covid
Blaenoriaeth 5: Gosod safon byw digidol gofynnol newydd a mabwysiadu dulliau cyd-gynhyrchu
Cyfrifoldebau Aelodau Rhwydwaith y Gynghrair

Mae disgwyl i Aelodau’r Rhwydwaith ddangos eu hymrwymiad i helpu cyflawni gweithgareddau’r Cynghrair a gyrru’r agenda cynhwysiant digidol yng Nghymru, trwy’r cyfrifoldebau sydd wedi’u rhestru isod:

1.  Gweithio o fewn eich sefydliad a’ch sector i godi ymwybyddiaeth o gynhwysiant digidol ac i’w helpu i wreiddio ym mhob gweithgaredd. Mae hyn yn cynnwys:
· Ymrwymo i Siarter Digidol Cymunedau Digidol Cymru a gweithio tuag at achrediad
· Rhannu’ch taith cynhwysiant digidol trwy blogiau, flogiau, astudiaethau achos a/neu adborth gan staff/cwsmeriaid/cleientiaid
· Bod yn llysgenhadon cynhwysiant digidol ac annog sefydliadau eraill i ymuno â’r Rhwydwaith

2. Cymryd rhan yn weithgar yng nghyfarfodydd y Gynghrair.

3. Mynychu a chymryd rhan mewn calendr o ddigwyddiadau cynhwysiant digidol yn ystod y flwyddyn.

4. Ymateb i alwadau gan y Grŵp Llywio am help i symud gweithgareddau’r Gynghrair yn eu blaen. Gallai hyn gynnwys galwadau am wybodaeth am brosiectau presennol sy’n gysylltiedig â’r 5 maes blaenoriaeth, ateb arolygon a holiaduron ynghylch gweithgareddau cynhwysiant digidol, darparu astudiaethau achos a/neu gyfrannu gwybodaeth at bapurau.

5. Ystyried y pum maes blaenoriaeth ac ystyried a chefnogi Aelodau eraill y Rhwydwaith trwy’r heriau strategol rhag mynd i’r afael â’r meysydd hyn, gan rannu profiadau a syniadau.

6. Gweithredu mewn ffordd sy’n canolbwyntio ar ddeilliannau i fynd i’r afael â rhwystrau rhag cyflwyno gweithgareddau cynhwysiant digidol yn effeithiol.

7. Cymryd rhan mewn trafodaeth adeiladol yn drylwyr i brofi syniadau a dulliau newydd ac i annog safbwyntiau amrywiol.
Gweithrediad y Gynghrair

Bydd Rhwydwaith a Grŵp Llywio’r Gynghrair yn cyfarfod yn chwarterol, a fydd yn rhoi’r cyfle i rannu gwybodaeth, gwneud cysylltiadau newydd, ymwneud â’ch gilydd a rhoi adborth ar ffocws presennol gweithredu’r Gynghrair a phenderfyniadau yn y dyfodol.

Daw gohebiaeth reolaidd ynghylch cynhwysiant digidol gan Gydlynydd y Gynghrair ac aelodau eraill y Rhwydwaith.

Dangosir enw’ch sefydliad fel aelod o’r Gynghrair ar wefan y Gynghrair.

Aelodaeth

I’r graddau ag y bo’n ymarferol, bydd aelodaeth Rhwydwaith y Gynghrair wedi’i seilio ar unigolion wedi’u henwi, a all fynychu’n rheolaidd, yn hytrach na bod sefydliadau’n dirprwyo pobl i’r rôl fesul cyfarfod.

Digital Inclusion Alliance Wales Network Terms of Reference

Purpose

The purpose of the Digital Inclusion Alliance Wales (DIAW) is to bring together people from across the public, private, third, academic and policy sectors in Wales to coordinate and promote digital inclusion activity across Wales under one national banner. The group will commit to taking joint action to shift significantly the digital inclusion agenda in Wales, raising its profile high for all public facing organisations.

The DIAW will convene from January 2020 until 30th June 2025 with the possibility of an extension.

The DIAW has one dedicated staff member, employed by Cwmpas, whose role includes acting as Coordinator for DIAW.

There is no financial benefit or reward associated with being a member of the DIAW. However, it represents an opportunity to participate in the delivery of innovative initiatives that inspire digital inclusion action and work to ensure that everyone in Wales has the opportunity to engage with digital services and the digital world.

Overview

The Alliance is made up of a Network and a Steering Group. The DIAW Network is open to all organisations working on digital inclusion in Wales. Membership to the Network has requirements which demonstrate commitment to the digital inclusion agenda in Wales and which are outlined below under ‘Responsibilities’.

The Network will lend support to the activities of the DIAW, providing evidence of best practice and examples of what is being achieved across Wales through digital inclusion activities. This will help to create the on-the-ground movement and momentum necessary to bring digital inclusion to the forefront of policy and strategy discussions. Conversely, it will give the Steering Group the opportunity to gather the views of the DIAW Network, and to link into what is happening on the ground.

The Steering Group and the Network will work alongside each other under one banner, utilising each other’s strengths, in order to create a movement which is focused on both the end user and the higher level strategy.

The activity of the DIAW focuses on increasing digital inclusion in Wales and raising the profile of digital inclusion in Wales by working towards the 5 priority areas outlined in the DIAW Agenda: From Inclusion to Resilience document. These five areas are:

Priority 1: Embedding digital inclusion across all sectors
Priority 2: Mainstreaming digital inclusion in health and social care
Priority 3: Addressing data poverty as a key issue
Priority 4: Prioritising digital skills in the post-Covid economy
Priority 5: Setting a new minimum digital living standard and adopting co-production approaches
Responsibilities for DIAW Network Members

Members of the Network are expected to show their commitment to helping to deliver on DIAW’s activities and to driving the digital inclusion agenda in Wales through the responsibilities listed below:

1. Work within your organisation and within your sector to raise awareness of digital inclusion and to help to embed it into all activities. This includes:
· Signing up to Digital Communities Wales’ Digital Charter and working towards accreditation
· Sharing your digital inclusion journey through blogs, vlogs, case studies, and/or staff/customer/client feedback
· Act as ambassadors for digital inclusion and encourage other organisations to join the Network

2. Actively participate in DIAW meetings.

3. Attend and participate in a calendar of digital inclusion events across the year.

4. Respond to calls from the Steering Group for help to drive forward DIAW activities. This could include calls for information on current projects related to the 5 priority areas, answering surveys and questionnaires relating to digital inclusion activities, providing case studies, and/or contributing information to papers.

5. Consider the five priority areas and think through and support other Network Members through the strategic challenges to addressing these areas, sharing experiences and ideas.

6. Act in an outcomes-focused way to address barriers to effective delivery of digital inclusion activities.

7. Engage in constructive debate rigorously to test new ideas and approaches and encourage diversity of thought.
Functioning of the DIAW

There will be quarterly meetings for the DIAW Network and Steering Group which will give the opportunity to share information, make new contacts, engage with each other and feedback on the current focus of DIAW action and future decisions.

Regular communication concerning digital inclusion will come from the DIAW Coordinator and other members of the Network.

Your organisation’s name will be displayed as members of the DIAW on the DIAW webpage.

Membership

Membership of the DIAW Network, as far as is practicable, will be on the basis of named individuals who can attend regularly as opposed to organisations delegating the role on a meeting by meeting basis.

New members will be able to join the group throughout its lifetime and will be communicated in meetings and on the DIAW webpage.
