Welcome to the Streatham Hill Low Traffic Neighbourhood Consultation.

The Streatham Hill low traffic neighbourhood (LTN) was introduced to reduce traffic volumes. By reducing traffic in the Streatham area it is hoped we can achieve priorities of our Transport Strategy including to:
  • Improve road safety for all users
  • Encourage travel in healthier, more active ways
  • Support the local economy and placemaking
  • Improve air quality
Our monitoring shows the LTN is meeting its primary objective to reduce traffic and we are consulting on whether to make the current trial permanent.
Monitoring the Low Traffic Neighbourhood:

The main objectives of the LTN programme are to:
  • reduce motor traffic within LTN areas; and
  • reduce motor traffic across the area, when considering boundary roads and the inner area together

Headlines include:

Traffic:
  • Motor vehicle traffic fell by 54% within the LTN and when including the boundary roads fell by 5%. 
  • Car traffic fell by around 2,600 cars per day on Hillside Road, a 97% decrease. 
  • Hailsham Road saw a significant reduction in car travel of 87% per day. 
  • Traffic on boundary roads generally increased; Streatham Hill by 3%, Leigham Court Road by 26%, and Leigham Vale by 7%. 
  • Car traffic increased by 53% on Palace Road*
  • Compliance with the LTN is good and of those that do ignore the restrictions and receive fines the vast majority are from outside the area

Air Quality: 
  • All the places where we analysed air quality that were classed as sensitive, such as outside schools and care
    homes, had air quality within legal limits. This includes sensitive sites on boundary roads.
  • Overall air quality in Lambeth is improving, partly due to measures such as the Ultra-Low Emission Zone.
    We expect to see greater improvements over time.
Cycling and Walking: 
  • Cycle flows have increased by 54% internally and 57% externally. 
    Mount Nod Road has seen an increase of 230%, and Leigham Court Road by 141%.
Equality and Accessibility:
We know that some car journeys are hard to avoid and that the LTN will not solve all traffic issues in the area. Therefore we’ve come up with changes to the LTN that we think will help it work well for everyone if it stays in place.

Exemption Policy:
  • Exemption from relevant traffic filters for Blue Badge holders, accessible transport and specified healthcare providers on application to the council
  • Exemption from relevant traffic filters on application for Taxis and fully accessible private hire vehicles
Active Travel Planning:
  • Comprehensive programme of activities across the borough to give people the support, skills, confidence and means to access walking, cycling and public transport as an alternative to private motor vehicle use
Public realm improvements:
  • Improvements to the pavements, kerbs and roads that make it easier to walk or use mobility aids in the LTNs through street audits and engagement
  • Measures outside businesses to encourage footfall
Improvements to boundary roads:
  • Short-term: Monitoring flows and congestion, managing roadworks and working closely with TfL on upgrades to improve cycling and walking
  • Medium-term: Review of road layouts, introduction of measures to improve bus priority, walking and cycling provision, reinstatement of banned movements at main road junctions where possible, signal timing reviews
  • Monitor impacts of London wide programmes such as ULEZ expansion
  • Supporting measures like greenscreens for schools and community buildings along busier roads
  • Long-term: Further improvements to bus fleet, Electrification / zero emissions vehicles
  • Part of a wide mode shift to walking and cycling
What are we consulting on?
Following this consultation, a decision report will be prepared for the Streatham Hill LTN. The report will collate monitoring data on a range of indicators, including traffic levels and air quality, as well all community feedback gathered both prior to and during the consultation.

The decision will be whether to make the scheme permanent, to modify or to remove the scheme and any associated works needed for doing so. Due to the nature of the decision, this will be taken by our joint cabinet members for Sustainable Transport, Environment and Clean Air.

The quickest way to share your views is through our online survey. Alongside the survey we are also running a series of targeted activities:
  • Youth engagement
  • Walk arounds with Tenants and Resident Organisations
  • Targeted focus groups with disabled people run by pan-disability, mobility charity Transport for All
  • Drop-ins at local community centres
  • Supporting market research

Plus, we’ve teamed up with free repairs service Dr Bike and Cycle Confident who’ll be offering free training for 4-7 year olds. If your bike or your little ones' cycling skills are a little rusty, come down for a free session!
