Windlesham Parish Council is now progressing plans to construct a community hub in Lightwater, to service the whole parish. This has been one of the Council's approved projects since 2013 and circumstances are now favourable for taking this forward.
 
The proposed location for this hub is on the Lightwater recreation ground behind All Saints Church. It will replace the old pavilion and storage buildings which are now derelict and require demolition, include the refurbishment of the children's play area, which is in need of attention, and also enhance the security to prevent vandalism and unauthorised access to the recreation field.

Before we proceed we would like to hear your views and would appreciate you answering the following questions:

We anticipate the new community hub/pavilion will provide space for: two public halls for community use, office space for rent, changing rooms for sports events on the recreation ground, a new playground, parking and possibly a small café. The project also allows for a drop in/meeting point for our local police.

The intention is to also include provision for a new Parish Council office and Chamber, which are currently situated on The Avenue in Lightwater. The current Council Chamber is no longer fit for purpose and requires significant investment. This relocation would bring the Council to the heart of the village where it would be more public facing and provide welcoming facilities to comfortably accommodate residents' engagement in local issues and attendance at Council meetings.

Windlesham Parish Council is the managing trustee of the recreation ground, on behalf of Fields in Trust, and to meet their objectives we are obliged to replace/renovate the pavilion building to augment the outside space. The size and layout of the current pavilion building has historically restricted its use to a changing facility accompanying the use of the sports field and for the provision of electricity for outdoor events on the field.
