Introduction


A recent meeting of TSSA London Underground reps voted overwhelming to ballot TSSA members in Stations & Revenue Control grades for industrial action, including strike action and action short of a strike.


TSSA is now preparing to conduct a formal legal ballot of members in LU Stations and Revenue Control. As this takes several weeks we are seeking your immediate support for industrial action so that we can return to talks, making it clear that our members are preparing to take action. Please take part in this indicative ballot for industrial action.
 
For over 11 months TSSA reps have been engaged in talks with London Underground regarding Customer Services Resourcing (station staffing), Special Requirements Team (SRT) and Revenue Control. Despite the best efforts of local and Functional reps, and talks at ACAS, London Underground are riding roughshod over the agreements in place and are imposing cuts and changes to working practices which are detrimental to staff and their well-being and undermine the safety of staff and passengers.
 
What are the reasons for this dispute?
 
Industrial Relations Breaches
  • Bypassing the machinery; discussing roster proposals at local level over an extended period, months apart.
  • Ignoring Failures to Agree, which should be referred to Stations Functional Council, when submitted at local level and moving to impose rosters that have not been agreed.
  • Using CSA2s as glorified CSA1s on £10K p.a. lower salary. These staff are covering extreme shifts, when they`re not recognised or trained as safety critical.
  • Imposed rosters and the loss of up to 600 positions in Customer Service roles. Areas will be working on a bare minimum, with more extreme shifts, which in turn have a knock-on effect to all grades as these roles need to be covered. This results in lack of work life balance and detriment to staff wellbeing.
  • SRT LU IMPOSED zonal expansion, causing difficulties and concerns about how staff will get to/from work.
  • SRT LU IMPOSED compulsory long-term absence cover for up to 6 months; if there are no volunteers to cover, LU will select a member of staff to cover.
  • SRT TSSA opposed the displacements of 7 Customer Service Supervisors.
  • Imposed Schedule 6 SRT of the Framework.
  • Imposed Schedule 8 Revenue Control of the Framework
 
Health & Safety Breaches
 
Non-compliance with H&S machinery, resulting in non-compliance with LULs Safety Certificate and breech of the 77 regs.
  • Failure to meaningfully consult with either tier 2 or tier 1 reps with specific regard to implementation of the Heathrow roster.
  • Failure to follow and adhere to their own standards with regards fatigue impacts and analysis of the imposed and proposed rosters. This includes an already dramatic increase in split rest days, extreme turnarounds, breaches of the framework regarding adequate rest, a lack of adequate meal-break cover, increases in overtime without due oversight and diligence regarding impact on staff fatigue, etc.
  • Failure to manage LUL's estate regarding adequate staffing levels and the related safety impacts for customers.
  • A dramatic increase in unstaffed stations across the network, and a failure by LUL to provide minimum staff numbers necessary for safe evacuation.
  • A dramatic increase in reported incidents of stations remaining open when the staffing level falls below minimum safe numbers.
  • A dramatic increase in minimum staffing-level stations closing as a result of staff shortages, or staff being sent to other stations within an area to maintain a more “important asset”.
