Earlier this year Havering council carried out a short informal consultation to seek views on its proposals to introduce additional and selective landlord licensing schemes. Following consideration of feedback received the Council is now proposing to introduce only an additional HMO licensing scheme and is seeking your views on this proposal.

Formal consultation: Friday 19 May – Friday 28 July 2017

Following a period of informal consultation on the introduction of a landlord licensing scheme for Havering earlier this year, the council has now completed a review and has decided to formally consult on proposals to introduce an Additional licensing scheme for houses in multiple occupation. The consultation will run for a period of ten weeks from Friday 19 May to Friday 28 July 2017.

Two scheme options are currently being considered:

Option 1 – A wider scheme covering 12 Wards
This option proposes that the additional licensing designation will include Brooklands, Elm Park, Gooshays, Heaton, Harold Wood, Havering Park, Mawneys, Pettits, Rainham & Wennington, Romford Town, South Hornchurch and Squirrels Heath wards.

Option 2 – A narrower scheme covering 4 Wards
This option proposes that only HMOs located within the wards of Brooklands, Gooshays, Heaton and Romford Town would be subject to additional licensing.

These two options are being considered because we have substantial evidence of problems associated with HMO’s in the four wards identified under the narrower option, however evidence to justify a wider scheme covering 12 of the borough’s 18 wards has also been collected. The Council is keen to ensure any scheme that it implements is rolled out within a sufficiently wide area in order to prevent the identified problems from spreading. Views are therefore sought on both of the above proposals.

Local residents, tenants, landlords, managing agents and other members of the community interested in the proposals are being encouraged to provide their views and feedback on the schemes before a final decision is made. All interested parties can find out more information and meet with private sector housing staff at a number of drop in events (no appointment necessary).
