Introduction to the review

The Joint Doctrine was last reviewed in 2016. Since then, there have been a number of significant multi-agency incidents in the UK.

During this scheduled review of the Joint Doctrine, the lessons identified in those and other incidents, have been considered. However, we are mindful that the recommendations from the Manchester Arena inquiry have not yet been published.

Therefore, the team that has produced the draft Joint Doctrine you are being asked to review, realises that further changes will need to be considered when those recommendations have been received and analysed for their impact.

We hope you understand our position, and would encourage you to provide comment both on the draft Joint Doctrine and on any other topics that you feel are relevant and should be considered.
