ACE Research, at the Association for Decentralised Energy (ADE) is undertaking a research project for the Greater London Authority (GLA). The project is to develop a concise and accessible report on how to extend and implement Minimum Energy Efficiency Standards (MEES) across housing tenures.

In London, the declaration of a climate emergency has been translated into an ambition to reach net zero by 2030. In addition to existing MEES standards in the large and ever increasing Private Rented Sector (PRS) in the capital, the Mayor has called for MEES policy to be expanded into social and owner-occupied tenures.    

This research takes place at a pivotal time for UK energy policy in housing. With the declarations of climate emergencies and a plethora of policy announcements and consultations recently announced or due in the coming months there is a real sense of opportunity.  

As part of this project, ACE Research is looking at policy drivers, barriers to energy retrofit uptake and enforcement, and the environmental, economic and social impacts of such policies, as well as the potential delivery models and governance structures that could be used to extend MEES to other tenures.

We are seeking feedback from local government officers to understand resourcing levels, capacity and political ambition to facilitate retrofit in housing and barriers to uptake and enforcement that are specific to their local area.

The information collected from this survey will be analysed and reviewed by the ACE Research team and the GLA. Any information detailed in our report will be anonymised.
