SHAP (Sustainable Housing Action Partnership) has been commissioned by the Midlands Energy Hub and the West Midlands Combined Authority to carry out research across the whole East and West Midlands with a view to using best practice to increase the level of future, targeted work.
We are surveying organisations involved with the co-ordination or installation of fuel poverty works. The data you have collated in this area and your views will form part of a report going back to Government to shape future fuel poverty programmes.
We want to better understand the approaches needed when responding to fuel poverty crisis to enable opportunities for creating a pathway to broader retrofit and decarbonisation strategies. The report will also explore how energy efficiency works for households in crisis are included into whole house retrofit plans. Recognising the need for a consistency of managing information and reporting it, we will also be developing a new way of capturing data as a result of this analysis.
Your responses will be really important to inform Government thinking, starting with the shape of LAD2 and the preparation of the WMCA to deliver the 'Warm Homes Save Lives' fuel poverty programme across the West Midlands . The research will inform the resources required to support existing services as we go through the winter but also where investment in scaling up, extending and deepening capacity is required.

Your engagement with this research will also feed into the final beta testing of a new fuel poverty CRM being developed with funding from Innovate UK. The CRM will provide the opportunity for organisations to share a consistent approach to managing the customer journey with real-time information about support, funding availability and eligibility criteria-matching, with efficient data analysis and reporting, linked to open EPC data so that those in fuel poverty don't lose out on retrofit programme opportunities.
