All early years providers are required to have arrangements in place to identify and support children with Special Educational Needs and Disabilities (SEND) and to promote equality of opportunity for children in their care. These requirements are set out in the EYFS (Early Years Foundation Stage) framework.

Barnet Early Years Special Educational Needs and Disability Inclusion Fund (EY SENIF) seeks to facilitate the above through the provision of ‘top up’ funding for individual children with complex special educational needs and disabilities who may need additional provision to that which is ‘normally available’ in an early years setting. Please note that only children who reside in Barnet and who attend early years settings on the free entitlement for  2, 3 or 4 year olds are eligible for early years EY SENIF. Children who have an Education, Health and Care plan (EHCP) are not affected as EY SENIF is for children who do not have an EHCP.

‘Normally available’ provision is provision that should be available in all early years settings in Barnet for children who attend early years settings. This provision will include resources, activities, strategies and flexibility around staffing that are routinely provided in order to meet the needs of a wide range of children.

The Government’s Early Years National Funding Formula consultation took place in 2016 with the results being published on 1 December 2016. This formed the basis of this fund. Please click to access the government consultation response and learn more
