By 'children with exceptional healthcare needs' we mean those children that would require an ELC provider to have significantly developed competencies to support their access to learning, including in relation to safe practice.  They may be impaired significantly by a severe and/or low incidence condition that may be considered life-threatening or life-limiting.  They may have a neurological condition with a diagnosis of e.g. cerebral palsy/Rett syndrome or a rare genetic condition and, as a consequence, experience significant barriers to communication and learning. They may require a variety of health and care interventions e.g. administration of prescribed medicines/oxygen, enteral feeding, intimate care, seizure management and/or suctioning.  They will require a high level of additional support to interact with peers and engage in all early learning opportunities.
