Purpose of this Consultation

Section 49A of the Disability Discrimination Act 1995 [as amended by Article 5 of the Disability Discrimination (Northern Ireland) Order 2006] requires Fermanagh and Omagh District Council, in carrying out its functions, to have due regard to the need to:
  • Promote positive attitudes towards people with disabilities, and
  • Encourage participation by people with disabilities in public life.
The Council is committed to the fulfilment of its Disability Duties in all parts of the organisation, and as required (under Section 49B of the Disability Discrimination Act 1995) through this draft Disability Action Plan sets out how it proposes to fulfil these duties in relation to its functions.

The draft Disability Action Plan for 2019-2022 is a series of actionable measures, outlining the Council’s proposals for fulfilling its statutory obligations. The approved Disability Action Plan for 2019-2022 will provide a framework until 31 March 2022 and details four strategic themes, specifically:
  1. Consultation, development and implementation of the Disability Action Plan.
  2. Increasing the awareness and understanding of the needs of people with disabilities.
  3. Provision of responsive and accessible services to increase opportunities for people with disabilities to participate in public life.
  4. Further development of the Disability Advisory Group and both Access and Inclusion Steering Groups.

Final reports will contain overall statistics and comments and will not include the names of any individuals. There will also be no ability to match the comments, or statistics, to any individual.

Information provided in response to this consultation, including personal information, may be published or disclosed in accordance with access to information legislation: these are primarily the Freedom of Information Act 2000 (FOIA), the Data Protection Act 2018 (DPA) and the Environmental Information Regulations 2004 (EIR).

If you want the information that you provide to be treated as confidential, please be aware that, under the Freedom of Information Act, there is a statutory Code of Practice (section 45) with which public authorities must comply and deals with amongst other things, obligations of confidence. In view of this, it would be helpful if you could explain to us why you regard the information you have provided as confidential.
