Under the current scheme, the multiple changes in Universal Credit inevitably lead to multiple changes in Council Tax Reduction and this means customers receive revised bills on a monthly basis leading to confusion about what they should pay, making it difficult to budget. This will affect increasing numbers of residents as Universal Credit full migration happens.

By introducing income bands, we will not need to change the applicant's discount unless their weekly income goes up or down substantially. This means fewer changes for the applicant.
