Aspiring to successful outcomes for vulnerable children and young people in Scotland through strategic needs assessment and performance measures
 
Background
As part of the Child Protection Improvement Programme, the Scottish Government has committed to working with local areas to improve data and evidence to support continuous improvement. This is in recognition of the importance of having good baseline data as an opportunity to identify and test out areas for improvement as well as planning and performance. Part of this work includes the development of a shared dataset focused on vulnerable children and young people. The shared dataset is designed to help partners who are responsible for, and have a remit for child protection and corporate parenting to gather data and evidence that can be analysed and used to plan and deliver services and enable them to demonstrate performance.

Shared Dataset for Vulnerable Children and Young People

The dataset is being developed in partnership with the Scottish Government, Care Inspectorate and the Centre for Excellence for Looked After Children (CELCIS). The attached document provides more detail on the background and context of this work.

This dataset will be developed over time and improved taking account of the views and experience of those using it. In addition, the ongoing development of the dataset will also take into account other initiatives where improved use of data is key.

Consultation
It is very important to us that this dataset is relevant and accessible for all our stakeholders and we are very keen to hear your views on the draft version attached. All the comments and suggestions we receive will remain confidential and will be processed in line with the Data Protection Act 1998. Your responses will only be used to help further develop the shared dataset.

This consultation will be distributed to a wide range of partners who will be directly using the dataset as a tool for planning and to demonstrate the effectiveness of their work as well as those partners who will have oversight and responsibility for child protection and corporate parenting.

We appreciate that many partners will be represented on different groups both locally, nationally, as a single agency or partnership. How partners choose to respond to the consultation is for you to decide based upon your role and the different groups you may be involved in. You may wish to consider coordinating a collective response from your relevant strategic group, for example Community Planning Partnership, Child Protection Committee, Corporate Parenting Board etc.

Following this initial written consultation, there will be further opportunities for stakeholders to engage with the development of the dataset. We will communicate these next steps through established communication channels.
