Introduction

Redcar and Cleveland Borough Council provides vital services to the public every day of the year.

Each year, the Council proposes a budget for the coming financial year, in this case for 2022/23.

The budget is funded primarily from four sources – grants from Central Government, payments from residents through their Council Tax and Adult Social Care Precept, fees charged for some services, and through Business Rates.

The level of grant from Central Government has reduced significantly over the past 11 years at a time when demand on Council services has increased year-on-year.

The Council’s budget is divided up to fund services that residents need and would like.

The five largest areas of spend are:
·  Adult Services
· Children’s Services
· Environment (mainly waste, highways, fleet vehicles and clean and green)
· Public Health
· Education

In addition to providing every-day services, the Council also invests in the borough to improve the quality of life for residents.

The Council’s Cabinet has approved a report which:
· Proposes a balanced revenue budget for 2022/23, and indicative medium term financial plan through to 2026/27;
· Agrees to consult on the investment programme with businesses in the borough;
· Agrees to consult on a 1.99% increase to Council Tax;
· Agrees to consult on a 2% increase to the Adult Social Care Precept.
