2018 - 2019 has seen significant volatility and variability in the PRN market. This is due to multiple issues affecting the open market ranging from a perceived lack of recycling to an inability to export to previously relied upon destinations such as China.

In other evidence driven, Producer Responsibility Regulations such as the WEEE Regulations (Waste Electrical and Electronic Equipment), a market balancing system known as a "Compliance Fee" exists. This system is in place to ensure that in the event of insufficient evidence being available for any material type, compliance can still be gained by producer schemes through an alternative route. Whilst this does add an escalation in the overall cost when used, it helps to develop a "market cap" meaning that cost spiralling and excessive profiteering can be avoided.

One issue the current system suffers from is that Re-processors have no legal obligation to produce PRNs for all packaging they recycle, this means that not all packaging recycled is reflected in the available evidence on the market. There are concerns that evidence may be held from the market to enable a perceived lack of supply and therefore cost fluctuation.
