Who is a Carer?

A Carer is a person of any age who provides unpaid help and support to a relative, friend or neighbour who cannot manage to live independently without the Carer’s help due to frailty, illness, disability or addiction -  whether they live with the person or not. Adult Carers are at least 18 years old. Young Carers are under 18 years, or 18 while still being at school. 

 The Carers (Scotland) Act 2016 come into force on 1 April 2018. 

It introduces new rights to support for Carers - and duties for local councils and the NHS to provide that support.

Its main aim is to ensure Carers are well supported so they can continue to care, if they so wish, while keeping healthy and having a life outside caring.

 Entitlement to Support

Adult Carers should request an Adult Carer Support Plan (ACSP). Young Carers should request a Young Carers Statement (YCS). 

The Carers Centre will provide these forms, and can help with filling them in. 

The information you give will identify what level of support you need, based on the impact your caring role is having on your life, and local eligibility criteria (see below).

The local authority will support information and advice services and other supports for those whose caring role has little or no impact on their lives. Those experiencing moderate impact will receive more support. And the highest level of support will be provided to individuals whose caring role is having a critical or substantial impact on their lives. 

Local Eligibility Criteria

As part of setting the criteria, the Dumfries & Galloway Carers Programme Board has commissioned User and Carer Involvement (UCI) and the Carers Centre to undertake a consultation with Carers at events across the region to get their views on what these criteria should be.
