Community Transport is a service provided by the local community in response to specific transport needs. Schemes run on a not-for-profit basis, or as a social enterprise, often involving volunteers to manage and deliver the service. Community transport is regarded as an effective, flexible, small scale solution for meeting the travel needs of specific individuals and groups.

Wheatley & Horspath Parish Councils have been working together to investigate the potential of a Community Bus Service through both villages to and from Cowley Centre.
