* 5. The public on-line consultation on DDC’s new Local Plan lasted from 20th Jan 2021 to 17th March 2021; it included sections on climate change; new homes & building development; employment& local economy; transport and infrastructure; natural environment. Some local groups say it lacked links between these sections.

If you saw the DDC new Local Plan for new building development, what is your opinion of it?

Should DDC cabinet + Planning dept....

protect Dover District’s grasslands, wetlands, farmland and woodlands to produce food, capture carbon, and make developers build new homes within town and village boundaries

suburbanise large tracts of East Kent countryside to please volume developers and allow the loss of carbon-capturing countryside, biodiversity, and food-production?

protect existing countryside, create new homes within our towns / villages AND encourage restoration of natural environment and agro-forestry among Dover’s landowners and farming community?

Question Title

* 8. Generation Rent. Around 5000 families on low incomes in Dover District are living in rented homes (private / social rented) with high rents and high heating costs; sometimes damp and badly insulated. Central government funding to fully refit and insulate these homes is a hotchpotch of short-term schemes. DDC officers have a great record applying for and implementing these smaller-scale grants. BUT all local authorities can take up cheap, long-term loans to create jobs and make homes low-cost and cheap-to-heat; they can oblige private landlords to upgrade accommodation to Energy Performance Certificate (EPC) A standard.

In your opinion, should DDC...

continue to apply for the small grants from central government and upgrade homes bit by bit.

step up to large-scale retrofitting of social and private rented housing by accessing local authority loans and creating more local jobs.

follow a different policy

bring the target date for a net zero carbon district forward from 2050

divest public funds from ‘fossil fuel’ investment to protect funds from becoming stranded assets

set up a new cross-party Climate Change working group & have dialogue with an independent community climate forum for the next 5 years

insist developers use truthful, objective, Environmental Impact Assessments (based on site visits) of biodiversity for all developments of over 15 dwellings, because of the 6th mass extinction that Attenborough speaks of

Manage waste more effectively, recycle much more, incinerate & landfill much less.
