What is Article 13
Article 13 is a new law that changes who is responsible for copyrighted material being published online. Instead of the individual who uploaded the illegal content being held responsible for the content they post, the platform where the content was uploaded will be responsible. Many platform holders such as YouTube, Facebook, Twitter, etc have stated that this will affect the content that everyone, inside and outside of the EU can view and upload. For example, you may not be able to view any content that is published in America, even though you live inside the European Union.
