1. Introduction

The Independent Review of Building Regulations and Fire Safety has identified a lack of consistency in the processes and standards for assuring the competence of those working on High Risk Residential Buildings (HRRBs) as a major flaw in the current regulatory system.

Adroit Economics, working in collaboration with PRP, have been commissioned by the MHCLG to carry out a full review of the impact of enhanced competence requirements for safety critical disciplines working on buildings in scope.  As part of this exercise, we are seeking industry responses via this questionnaire, which will help us establish the counterfactual for industry competence, with a view towards projecting the economic impact of these enhanced competence requirements on safety-critical disciplines, and on critical roles.
