The Council continues to face financial uncertainty, especially in terms of Central Government funding.

The proposed budget will look at supporting the recovery from the COVID-19 pandemic whilst ensuring the Council remains financially resilient and able to deliver the services it has to by law, including support to the most vulnerable residents.

Whilst Government funding to support local services is expected to continue to reduce over the coming years, in 22/23 the Council can continue to provide services whilst supporting its overall objectives.

Council Tax

The Council is proposing a Council Tax rise of 2.83% - £4.95 per year – an extra 9.5p per week for a Band D property.

South Holland District Council’s element of the Council Tax remains one of the lowest in the country and is 10% of the overall Council Tax bill it collects.

Budget Consultation

By law the Council must set a balanced budget each year - this means expenditure must not exceed income. 

On January 11 the Council's Cabinet agreed to consult on the draft Budget for 2022/23 and associated financial strategies through to 2026/27.

As well as maintaining existing service provision, the draft budget for 2022/23 proposes:
  • Ongoing savings arising from new and more efficient ways of working.
  • To continue with the generation of additional income from commercial activities guided by our organisational plans
  • Increased capital investment in Council assets to help generate new income streams, reduce running costs and help deliver services more efficiently through the South and East Lincolnshire Councils' Partnership.
  • The development of a new delivery plan alongside our partners.
The Council is now requesting the views of local people and businesses on its proposals.

All responses to the consultation will be analysed and included in a report that will be published on South Holland District Council's website in February 2022.
